Sergeant Ouilhon

Sergeant Brian Ouilhon is the Public Safety Recruiting Coordinator for the Spartanburg County Sheriff's Office. Born and raised in Northern California, Ouilhon attended high school in Rocklin, CA before enrolling at Montana State University - Bozeman where Ouilhon was on the MSU football team. Ouilhon fulfilled his lifelong dream of becoming a law enforcement officer where he took a position as a Police Officer with the Sacramento Police Department in Sacramento, CA, where he was assigned to uniform patrol as well as the Problem Oriented Police (POP) team receiving numerous awards for excellence in policing. Ouilhon then accepted a position with the Placer County Sheriff's Office, in Placer County, CA where he was assigned to uniform patrol, as well as being a strategic communication instructor. In 2023, Ouilhon and his family relocated to Spartanburg County, where he began as a uniform patrol Deputy, while in March of 2025, Ouilhon became the Public Safety Recruiting Coordinator for the Spartanburg County Sheriff's Office, responsible at a new level for the development of future law enforcement officers in Spartanburg County. 

Sergeant Carroll

Sergeant Heather Carroll started her career as a detention deputy for Spartanburg County Sheriff’s Office in 2014. She joined the agency with an associate degree in paralegal studies and an interest in law. She set to work as a detention deputy with strong values of justice and to have an exciting career in law enforcement. Sergeant Carroll has been a huge part of the Spartanburg Detention Center. She trained several new detention deputies when she was on shift, worked as an ID deputy in booking for many years, was the detour coordinator with a past program known as Operation Educate, and more. Sergeant Carroll makes a great recruiter and has excelled because she loves her job and spreading knowledge to others. She takes pride in seeing the success in individuals all around the agency.
