Department Complaint

It is the policy of the Spartanburg County Sheriff’s Office to accept and investigate all complaints—including anonymous complaints—of alleged misconduct against its employees. Based on investigative findings, the Office will make a fair, prompt, and impartial disposition of all charges.

Complaints are investigated by line supervisors or by the Office of Professional Responsibility, as explained in General Order 620.1.

If your complaint involves a difference of opinion between a citizen and an employee regarding enforcement, or concerns discourteous or minor misconduct, uniform violations, or equipment issues, it will most likely be handled by a line supervisor. Line supervisors work on the same schedules as the employees, and if the incident has just occurred, the complaint may be made directly to the employee’s supervisor by contacting dispatch at 864-596-2222 and requesting to speak with a supervisor. The complaint may also be submitted by completing the form below.

If your complaint involves the commission of a crime, immorality, use of narcotic drugs, intoxication, acceptance of a bribe or gratuity, malfeasance in office, injury to a detainee, dishonesty, unauthorized release of confidential information, excessive use of force, or other serious misconduct, it will most likely be handled by the Office of Professional Responsibility. If the incident has just occurred, the complaint may be made directly to the employee’s supervisor by contacting dispatch at 864-596-2222 and requesting to speak with a supervisor. The supervisor will receive the complaint and forward it appropriately. The complaint may also be submitted by completing the form below or by contacting the Office of Professional Responsibility directly at 864-503-4619, Monday through Friday during business hours.

Process for Filing a Complaint

Written Directive

  • This directive can and will be made available to the public.
  • Filing a complaint can be done in person, by phone, by mail, online, and/or anonymously.
  • Filing a “formal complaint” must be done in person and must be signed.
  • All complaints will be forwarded to the Office of Professional Standards (OPS).
  • OPR will assess the complaint and forward it to the specific division supervisor for investigation.
  • Complaint investigations will be completed within 30 days of receiving the complaint (excluding weekends). If a complaint requires more than 30 days to complete, the complainant will be notified.
  • No findings or conclusions regarding SCSO employee disciplinary actions will be disclosed to the complainant.
  • Any substantiated complaints will be reported to the South Carolina Criminal Justice Academy.
