In October 2012 a mother filed a report with the Spartanburg County Sheriff’s Office in which she stated that her minor age daughter had been sexually abused by her biological father since 2006. An investigation was started by an Investigator assigned to the Sheriff’s Office Special Victims Unit. Through the course of the investigation it was learned that the suspect, 34 year old Alfard Steve Mullins, Jr., had sexually assaulted his daughter on at least two occasions. The Investigator in charge of these cases presented her findings to a Spartanburg County Judge who issued warrants for the arrest of Mr. Mullins, Jr. on two counts each of Criminal Sexual Conduct with a Minor – Victim 11 to 14 years of Age and Incest. Mr. Mullins, Jr., who is employed by the Polk County, NC School System, was taken into custody by Deputies from the Warrants division at his residence without incident.
